The Health and Police Checks Nobody Warns You About
96 programs require a criminal-record check, a vaccination record or a medical fitness certificate before you can start. Which one you face depends almost entirely on which country you picked.
Quick Answer
Yes, and which one you face is close to a function of geography. Of the 189 programs whose exact requirements we recorded, 96 name at least one clearance you have to obtain before you can enroll. 60 require a police check, criminal-record disclosure or DBS — 51 in the United Kingdom, 8 in Ireland and one at the University of Malta. 38 require a vaccination or immunization record, and 36 of those are British. 55 require a medical fitness or occupational health certificate, and this is the one that splits differently: 24 are British, but 12 are Romanian, 7 Polish, 3 Bulgarian and 3 Slovak. 17 programs require all three, and every one of those 17 is in the UK. None of this is unusual for a clinical degree, and none of it is hard to satisfy. The problem is timing. These are almost always conditions of enrollment rather than parts of the application, which means you discover them after you have accepted, when you have weeks rather than months, and when the police force that has to issue your certificate is on another continent.
Source Status
Clearance requirements are read from the exact admission requirements recorded per program from each university's own admissions page. Absence from this data means the requirement is not stated on the page we recorded, not that it does not exist.
Quick Take
- 96 of 189 programs name at least one pre-enrollment clearance.
- Police and vaccination checks are overwhelmingly British and Irish; medical certificates are Central and Eastern European.
- These are usually conditions of enrollment, so they surface after you accept.
Three different requirements, three different maps
The three clearances do not travel together. Each has its own geography:
| Requirement | Programs | Where they are |
|---|---|---|
| Police check / criminal-record disclosure | 60 | United Kingdom 51, Ireland 8, Malta 1 |
| Vaccination or immunization record | 38 | United Kingdom 36, Croatia 1, Czechia 1 |
| Medical fitness / occupational health certificate | 55 | United Kingdom 24, Romania 12, Poland 7, Bulgaria 3, Slovakia 3, Hungary 2, Serbia 2, Croatia 1, Malta 1 |
The first two rows are a British and Irish system described three ways. The third row is where the rest of Europe appears, and it is asking for something different: not a disclosure of your past, but a doctor's statement that you are fit to study a clinical subject.
17 programs require all three. Every one is in the United Kingdom, and the phrasing is consistent enough to quote — the University of Glasgow's dentistry entry lists occupational-health, vaccination and disclosure requirements in a single clause, and Newcastle, Liverpool, Plymouth and Sheffield use almost identical wording for theirs. The medicine entries tend to add a fourth item: Aston, King's College London, University College London and Southampton all pair occupational health and immunization with DBS or overseas police checks and a fitness-to-practise assessment.
By program, medicine carries the heaviest load: 41 of the 60 police requirements, 26 of the 38 vaccination requirements and 39 of the 55 health certificates. But pharmacy is not exempt — 8 pharmacy programs require a police check and 8 require an occupational health assessment, which surprises people who assume the requirement follows patient contact.
What the pages actually say
The wording matters, because it tells you when the requirement bites.
The University of Malta states that a Police Certificate of Conduct and an occupational-health assessment are required. That is a document issued by the police force where you have lived, and for a Canadian or American applicant it means a national-level check plus, often, an apostille on top.
The University of Zagreb's medicine entry asks for a medical fitness certificate and a vaccination record alongside Croatian diploma recognition. Palacký University Olomouc puts it at the contract stage: sign the faculty contract and meet medical and vaccination requirements.
Semmelweis University asks for a medical certificate after acceptance. Several Polish universities are more specific still — the Medical University of Białystok and Nicolaus Copernicus University both list a health certificate and insurance before enrollment, and the Medical University of Łódź and Pomeranian Medical University in Szczecin list a health certificate alongside the legalization and translation chain.
Read the timing words in those sentences. After acceptance. Before enrollment. At contract signing. None of them is an application requirement, which is exactly why they catch people.
Why the timing is the whole problem
A criminal-record check is not difficult. It is slow, and it is slow in a way you cannot compress by paying more.
For a UK program the disclosure is normally arranged through the university after an offer, but an applicant who has lived outside the UK is usually asked for an overseas police certificate as well — and those are issued by the country you lived in, on that country's timetable. In Canada that is an RCMP certified criminal record check; in the United States it is typically an FBI identity history summary. Both can require fingerprints taken in person.
A vaccination record is easier but rarely instant, because it is not the card in your drawer that gets accepted. Several schools want documented evidence of immunity, and where a titre test or a course of doses is involved the timeline is measured in months rather than weeks.
The medical fitness certificate is the most straightforward — a physician's examination and a signed form — but many of the Central and Eastern European universities want it on their own form, sometimes in the local language, and sometimes only from a doctor they recognize after arrival.
The practical consequence is the same in all three cases: these belong in the same folder as your apostilles and certified translations, and they should be started when you accept rather than when the university asks.
What to do about it
Ask before you accept, not after. The clearance requirements are the least-documented part of most admissions pages, and a direct question to the admissions office is faster than a search. Ask specifically: what do I have to produce before enrollment, in what language, and who has to issue it?
Start the police certificate first. It is the longest lead time and the one you have the least control over. If you have lived in more than one country, assume one certificate per country and plan accordingly.
Get your immunization history from your family physician in writing now, whether or not you have an offer yet. It costs nothing to hold and it is the item most likely to be incomplete.
Budget for the apostille. A police certificate that has to be legalized for a foreign university is a second process on top of the first, and the whole legalization chain runs four to eight weeks on a good day.
And if you are choosing between offers, note that this is a real difference between them. A Romanian or Polish offer typically asks for one medical certificate. A British offer typically asks for a disclosure, an occupational health clearance and an immunization record — three separate processes, each with its own form. That is not a reason to pick one over the other, but it is a reason to know which you are signing up for before you accept.
FAQs
Do European medical schools require a criminal record check?
60 of the 189 programs whose exact requirements we recorded name a police check, criminal-record disclosure or DBS. 51 are in the United Kingdom, 8 in Ireland and one at the University of Malta. No program elsewhere in Europe states one on the page we recorded, though that is not the same as none existing.
Will I need vaccinations to study medicine in Europe?
38 programs state a vaccination or immunization requirement, and 36 of those are British. The University of Zagreb asks for a vaccination record alongside a medical fitness certificate, and Palacký University Olomouc requires medical and vaccination conditions to be met at contract signing. Clinical placements in practice usually involve immunity requirements even where the admissions page is silent.
What is a medical fitness certificate and who issues it?
It is a physician's statement that you are fit to undertake a clinical course of study. 55 programs require one, most often in Romania, Poland, Bulgaria and Slovakia. Many universities want it on their own form, sometimes translated, and a few accept it only from a doctor they recognize after you arrive — so confirm the format before you pay for the appointment.
When do these checks happen — before or after I apply?
Almost always after. The wording on the pages is consistent: after acceptance, before enrollment, or at contract signing. That is why they surprise people. By the time the requirement appears you have already accepted an offer and the window is weeks rather than months.
How long does an overseas police certificate take?
It depends on the issuing country rather than the university, which is what makes it the riskiest item. Canadian and US national checks can require fingerprints taken in person, and if the certificate then needs an apostille for a foreign university that is a second process on top of the first. Start it the day you accept.
Do pharmacy students need these checks too?
Yes, more often than people expect. 8 pharmacy programs require a police check and 8 require an occupational health assessment. The requirement follows the professional registration route as much as it follows patient contact, so it is not safe to assume pharmacy is exempt.
